Monthly bill discount
Pacific Power offers income-qualifying residential customers a 20 percent discount on monthly bills through its California
Alternative Rates for Energy (CARE) program. The program was established in 1989 by the California legislature. All electric
and gas utilities regulated by the California Public Utilities Commission are required to offer CARE to income-qualifying
residential customers. CARE is funded through a surcharge on non-CARE customers’ monthly bills as required by the commission.
If you meet these guidelines and would like an application for CARE, please call toll-free 1-866-675-6627. For information
